1. Asia Pacific Young Researcher Award
(1) Significance
“IEEE ComSoc Asia-Pacific Young Researcher Award” is sponsored by IEEE Asia
Pacific Board (APB). This award honors researchers who have been very active in
ComSoc publication and conference activities over the last 3 years.
- The upper age limit is 35.
- Applicants must
be members in the Asia Pacific region.
- The “IEEE ComSoc Asia-Pacific
Young Researcher Award” will be given to the best candidate(s).
- The
candidates not selected are eligible for the award of “Outstanding
young researcher(s)” which can be issued at
the same time.
(2) Award Prize
- Each recipient will receive a certificate and honorarium
of US$500.
- Each outstanding young researcher will receive a
certificate and honorarium of US$250.
(3) Selection Process
APB shall establish a selection committee, which will determine the award
recipient(s) from among the eligible applicants. The committee will then
determine the outstanding young researcher(s) from the remaining applicants.
Each applicant must be sent the application form to IEEE ComSoc APB TAC chair before the deadline.
- Application form should include the followings
- Applicant’s biography
- A
list of publication and conference activities over the last 3 years, and a hard
copy of the most important activity (option).
- Description of main topics/thesis of the applicant over
the last 3 years. (A4 1 page)
- The
cover page should contain the applicant's name, affiliation, address, telephone,
fax number and e-mail address.
- Application submission due

- Each application must be sent to the APB representatives
either by air-mail or e-mail.

The IEEE ComSoc APB has selected
 Qian Zhang (Microsoft Research Asia, China) for her contribution to Research on Multimedia Delivery over internet.
Qian Zhang
is a researcher at Microsoft Research Asia, where she manages the
wireless and networking group. She received her Ph.D. in computer
science from Wuhan University, China, in 1999.
Dr. Zhang has published about 90 refereed papers in international
leading journals and key conferences. She is the inventor of about 30
pending patents.  Her
current research interest includes next-generation wireless networks,
multimedia delivery over wireless/Internet, P2P network/ad hoc network.
Dr. Zhang is the Associate Editor for IEEE Transactions on Vehicular
Technologies. She has recently received TR 100 (MIT Technology Review)
world's top young innovator award. She is a senior member of IEEE.

Outstanding Young Researcher
 Ki-Dong Lee (ETRI-Digital
Broadcasting Reserch Division, Korea) for his contribution to
Development of Radio Resource Management Methods in Satellite Systems.
Ki-Dong Lee
received the Ph.D. degree in operation research and industrial
engineering from the Korea Advanced Institute of Science and Technology
(KAIST), Daejeon, Korea, in 1995, 1997, and 2001, respectively.  He
has been with the Digital Broadcasting Research Division, Electronics
and Telecommunications Research Institute (ETRI), Daejeon, Korea, as a
Senior Member of Engineering Staff since his graduation from KAIST. At
ETRI, he has been actively involved with development of interactive
multimedia satellite networks. His research interests include
economics, queuing theory, optimization theory and their applications.
 Jia-Chin Lin (National Chi-Nan University, Taiwan) for his contribution to Research on Synchronization Techniques for Wireless Transmission.
Jia-Chin Lin
(S'95-M'98-SM'03) received the B.S. and M.S. degrees from the
Department of Electronics Engineering, NationalChiao-TungUniversity,
Hsin-Chu, Taiwan, in 1994 and 1995, respectively, and the Ph. D. degree
from National Taiwan University, Taiwan, in 1998. He was in the
obligatory duty of military service from Jul. 1998 to Mar. 2000. Then,
he joined the Microelectronics and InformationSystemsResearchCenter,
National Chiao-Tung University, Taiwan, as a Research Scientist. Since
Feb. 2001, he joined the Department of Electrical Engineering,
NationalChi-NanUniversity, Puli, Nantou, Taiwan, as an assistant
professor. His research interests include wireless transceiving
technologies, signal processing, and synchronization techniques.
 Naoki Wakamiya (Osaka University, Japan) for his contribution to Activities to Support Conferences on Active Network Technologies.
Naoki Wakamiya received the M.E. and Ph.D. degrees from Osaka University, Japan, in 1994 and 1996, respectively. He
was a Research Associate of Graduate School of Engineering Science from
April 1996 to March 1997, a Research Associate of Educational Center
for Information Processing from April 1997 to March 1999, and an
Assistant Professor of Graduate School of Engineering Science from
April 1999 to March 2002.
Since April 2002, he has been an Associate Professor of Graduate School
of Information Science and Technology, OsakaUniversity. His research
interests include multimedia QoS architecture, mobile ad-hoc networks,
sensor networks, and overlay networks.

The 1st Asia-Pacific Young Researcher Award, 2001
The IEEE ComSoc APB has selected
 Byoung-Hoon Kim
(GCT Semiconductor, Inc., Korea) for his contribution to CDMA,
synchronization, channel coding, and signal processing for
communications.
Byoung-Hoon Kim received the Ph.D. degree in
electrical engineering and computer science from Seoul National
University, Seoul, Korea, in 2000. Since August 2000, he has been with
GCT Semiconductor, Inc. developing W-CDMA and Wireless-LAN chip sets.
His current research interests include CDMA, channel coding,
communications theory, and signal processing for telecommunications. He
is a co-author of Scrambling Techniques for CDMA Communications
(Kluwer, 2001) and has published scores of papers on CDMA and
communications systems. Dr. Kim received the Best Paper Award (on
Communications) of Samsung Humantech Paper Contest in 1999, an
Excellent Paper Award from Asia Pacific Conference on Communications in
1999, and the Best Paper Award from European Wireless 2000.

Outstanding young researcher
 Wen-Jyi Hwang (Chung Yuan Christian University, Taiwan) for his contribution to Layered Image Transmission and Video/Image cording.
Wen-Jyi Hwang received his diploma in Electronics Engineering from
National Taipei Institute of Technology, Taiwan, in 1987, and his M.S.
and Ph.D. degrees from the University of Massachusetts, Amherst, in
1990 and 1993, respectively. In 1993, he joined the faculty at Chung
Yuan Christian University, where he is currently a Full Professor of
the Department of Electrical Engineering. He is the recipient of the
Outstanding Research Professor Award from Chung Yuan Christian
University in 2001. His research interests include multimedia
communication, image/video coding, and digital signal processing.
 Eiji Oki (NTT Network Innovation Labs., Japan) for his contribution to Broadband network, ATM and Optical IP technology.
Eiji Oki received B.E. and M.E. degrees in instrumentation engineering and a Ph.D. degree in electrical engineering from
Keio University, Yokohama, Japan, in 1991, 1993, and 1999,
respectively. In 1993, he joined Nippon Telegraph and Telephone
Corporation's (NTT's) Communication Switching Laboratories, Tokyo
Japan. He has been researching multimedia-communication network
architectures based on ATM techniques, traffic-control methods, and
high-speed switching systems in NTT Network Service Systems
Laboratories. He was a Visiting Scholar at Polytechnic University,
Brooklyn, New York, from 2000 to 2001. He is now engaged in researching
and developing high-speed optical IP backbone networks as a Research
Engineer with NTT Network Innovation Laboratories. Dr. Oki received the
Switching System Research Award and the Excellent Paper Award from the
IEICE in 1998 and 1999, respectively. He co-authored a book, “Broadband
Packet Switching Technologies,” published by John Wiley & Sons, New
York, in 2001. He is a member of the IEICE and the IEEE.
 Shiann-Tsong Sheu (TamKang University, Taiwan) for his contribution to Protocol and architecture designs for wireless, optical and ATM networks.
Shiann-Tsong Sheu was born in Taiwan, in 1968. He received the B.S.
degree in applied mathematics from National Chung Hsing University,
Taiwan, and the Ph.D. degree in computer science from National Tsing
Hua University, Taiwan, in 1990 and 1995, respectively. He is currently
a professor in the Department of Electrical Engineering at at Tamkang
University. His research interests are in the area of wireless/mobile
computing and multimedia applications.
 Tomoaki Otsuki (Tokyo University of Science, Japan) for his contribution to Optical CDM/CDMA Systems and Wireless Communication Systems.
Tomoaki Otsuki received the B.E., M.E., and Ph. D. degrees in
Electrical Engineering from Keio University, Yokohama, Japan in 1990,
1992, and 1994, respectively. From 1994 to 1995 he was a Post Doctoral
Fellow and a Visiting Researcher of Electrical Engineering at Keio
University. From 1993 to 1995 he was a Special Researcher of
Fellowships of the Japan Society for the Promotion of Science for
Japanese Junior Scientists. From 1995 to 1999 he was an Assistant
Professor of Tokyo University of Science. From 2000 he has been a
lecturer (tenured) of Tokyo University of Science. From 1998 to 1999 he
was with the department of electrical engineering and computer
sciences, University of California, Berkeley. He is engaged in research
on optical communication systems, wireless communication systems, and
information theory. Dr. Otsuki is a recipient of the 1997 Inoue
Research Award for Young Scientist, the 1997 Hiroshi Ando Memorial
Young Engineering Award, and Erricson Young Scientist Award 2000, 2002
Funai Information and Science Award for Young Scientist. He is a senior
member of the IEEE and a member of the IEICE Japan and the Society of
Information Theory and Its Applications (SITA).
