The TAC proposal, "APB Best Academic Paper Award," triggered very active discussion. The point of the discussion
was the scope of this award. Because the award was conceived to stimulate Asian & Pacific technical research, the
discussion focused on whether the other conferences such as GLOBECOM, ICC were eligible or not. If the general
conferences sponsored by ComSoc are eligible, authorization by ComSoc Award Committee or GLOBECOM/ICC TPC
would be needed. The authorization for establishing a new award would not be easy because different conferences
have different award policies. Against this problem, Dr. Miki, the AP advisor, suggested the idea of a "joint award"
with a sister society. Further discussion indicated that even if the eligible conferences were limited to APB
sponsored conferences, another problem is whether the candidates for the award should be restricted to AP regional
authors or not. These problems were left for further discussion through E-mail.
